Rev. Charles 'Bill' William Rugg, 80, died Thursday, November 13, 2008 at the Wellington Manor Nursing Home following a lengthy illness. Born in Lorain on January 28, 1928, Charles was the son of the late Robert G. and Florence (nee Clegg) Rugg. Charles attended Elyria High School, Shelton College, Faith Seminary, and Case Western Reserve University. He served as a Chaplain in the United States Navy and retired as a Lieutenant Commander. Rev. Rugg served as the local minister for the Penfield Community Church and as a Wellington Councilman. Survivors include his wife of 60 years, Mary B. Rugg; four children, Charles Rugg, Jr. of Wellington, Linda Wulf of Reno, NV, Robert Rugg of Toledo, and Jon Rugg of Sparks, NV. Charles is also survived by a brother, Robert Rugg of Suwanee, GA. A celebration of his life will be held Monday, Novemeber 17 at the Penfield Community Church, 40775 St. Rt. 18, at 6:30 p.m. with Pastor Chris Reutepohler officiating.
