Walter R.J. Payne, Jr., 69, of New London, Ohio passed away unexpectedly on September 19, 2020. Walter was born on August 22, 1951, the son of the late Helen (Hornig) and Walter R.J. Payne, Sr. A celebration of life is being planned for August of 2021. A complete obituary will be shared prior to the celebration of life.
